On September 30, People's Committee of Ho Chi Minh City announced Decision No. 1528/QD-TTg on approving the task of adjusting Ho Chi Minh City Master Plan by 2040, with a vision to 2060.

Accordingly, the goal of the Decision is to adjust the city master plan in line with the development orientation of the whole Ho Chi Minh City.

The scope of the planning boundary includes the entire administrative boundary of Ho Chi Minh City with an area of 2,095 km2 and Can Gio sea area (the specific area will be determined during the planning process, ensuring consistency with the coastal protection corridor boundary and overall exploitation and sustainable use of coastal resources).

The scope of the study covers the entire administrative boundary of Ho Chi Minh City and surrounding provinces in HCMC (the Southern key economic region), including the following provinces: Binh Duong, Binh Phuoc, Tay Ninh, Long An, Dong Nai, Ba Ria-Vung Tau and Tien Giang; with an area of about 30,404 km2.

Population scale of the whole Ho Chi Minh city is expected to be about 13 to 14 million people by 2040. Meanwhile, for the scale of urban development land by 2040, it is expected that urban construction land will be about 100,000 to 110,000 ha (the specific analysis, assessment and forecast of population scale and urban construction land in each phase will be studied and proposed during the study of the planning scheme).

The core requirements for the adjustment of the master plan are to generally review the contents of the master plan approved in 2010; forecast development needs in the new period, in the context of regional development, new development opportunities, ensuring conformity with development facts, in harmony with the requirements of regional and national socio-economic development strategy, marine economy, highly interactive creative urban development, smart urban areas, sustainable urban area development.

Adjust the orientation of spatial development, land use and technical infrastructure of the city in accordance with the vision and flexibly adapt to socio-economic fluctuations and climate change; create more space for development from the land value, ensuring the reserve capacity for the future and protecting the ecological environment.

Research and update important guidelines and orientations of national and regional planning related to the city scope; coordinate the city's guidelines, programs, schemes and projects in a development framework with a long-term vision and high practicability.

Build a plan to implement the detailed planning, with reasonable divergence, associated with implementation resources; show the scope of space - land; select inadequacies to solve in priority (regional linkage, population distribution, housing, quality of life, urban transport, flooding management, resource use...), improve the situation and promote urban and socio-economic development of the city.

Coordinate and agree on data, forecasts, development orientations and contents related to the process of Ho Chi Minh City master plan for 2021 - 2030 period, with a vision to 2050 and other sectoral and specialized plans being established at the same time.

In addition, for Ho Chi Minh City Master Plan by 2040, with a vision to 2060, it is also necessary to develop solutions to protect the environment, recommend land use, urban structure, mechanisms, policies and resources in order to minimize damages in case of natural disaster or major environmental change.
